TEMPEST EQUIPMENT

Devices intended for processing classified information with applied solutions protecting against the occurrence of electromagnetic penetration of information and preventing from electromagnetic infiltration.

  • Compromising emenation – unintentional electromagnetic emission from devices processing classified information, the signal of which is correlated with processed information and may be used for its reconstruction. Electromagnetic emission/propagation occurs in two ways:
      • Transmission of electromagnetic energy in the form of electric waves – radiated emissions (radiated emission range is dependent on the overall phenomena related to the unhampered propagation of waves in the IT environment).

     

    • Transmission of electromagnetic energy along the electrical wires – conducted emissions (due to the ease of occurrence and the environment it occurs in, the range of conducted emission is much larger than the radial emission and may easily exceed the area of the protected zones)

NATO SDIP-27 Tempest standards define three levels of protection requirements:

  • Level A – the strictest protection (formerly AM2. SG 720B).
  • Level B – formerly AMSG 788A.
  • Level C – formerly AMSG 784.
  • Devices for public use, CE-marked¹.

Device class provides a degree of protection against the emission release. When selecting an appropriate degree, a clause of classified information and its location is assessed.

To determine system location a hardware electromagnetic protection area is applied², which is estimated based on measurements of facility distances where the IT system is located, where classified information is processed to the boundary of controlled area (i.e. area where bystanders may remain unnoticed) as well as measurements of suppression of areas between facilities where the IT system is located, where classified information is processed and the to the boundary of controlled area.

CONFIDENTIAL information is processed. Otherwise, Level B or higher should be used.

[2] Military Counterintelligence Service apply Technical Level of Facility Protection – an indicator determining the level of suppression by the environment (e.g. walls) of signals in a given IT system, which are emitted by devices processing classified information. The Level is estimated based on specialist measurements performed by Military Counterintelligence Service IT Security Laboratory. Each facility may be classified as PZM-0, PZM-1, PZM-2, PZM-3, which determines the requirements for technical level of protection of devices processing classified information in a given facility.

Devices with lower electromagnetic emissions/Tempest equipment is used in all organizational units processing classified information in systems and data communication networks, mainly in terms of secret and top secret clauses (in some limited cases also confidential), as well as international classified information, in particular:

  • In justice administration units (prosecutors’ offices, courts, detention wards and prisons).
  • In services responsible to Ministry of the Interior and Administration (Police, Police Central Bureau of Investigation, Border Guards, State Fire Service, Government Security Bureau, etc.).
  • In special services (Internal Security Agency, Central Anti-Corruption Bureau, Military Intelligence Service, Military Counterlitelligence Service, etc.).
  • In units responsible to Ministry of Finance (Revenue Intelligence, Tax Inspection Authority, Customs Chambers, etc.).
  • In governmental administration units (ministries, provincial offices, etc.).
  • In entrepreneurs holding Facility Security Clearance Level I.
  • In units responsible to or controlled by Ministry of National Defense.
  • In state control agencies (e.g. Supreme Audit Office).
